GENERAL DESCRIPTION:
This dataset contains 2018 Fire Department and Rescue Station facilities information for the State of Florida. It is a combination of fire department and rescue station addresses from 60 different sources. This dataset contains fields denoting the physical address and contact information for fire and rescue stations located in Florida. This data is meant to be used for planning purposes only and is not intended to represent a 100% inventory of fire and rescue stations. Fire and rescue station locations that have been verified are marked with the letter V in the FLAG field. This dataset is an update to the gc_firestat_feb13.shp layer.

About the National Fire Department Census:

The National Fire Department Census Database provides an online address 
listing of U.S. fire departments registered with USFA as well as some basic 
information about each fire department. The purpose of the census, which is 
ongoing, is to create a national database for use by USFA to conduct special 
studies that will guide program decision-making and to improve direct 
communication with individual fire departments. Our colleagues in the fire 
protection and prevention communities, allied professions and the general 
public will be able to use the database for similar purposes.


What is Geocoding?
Geocoding is term used to describe the act of address matching.  Geocoding
is the process of finding a geographic location (x, y point) for an address
(such as street number and name, city, state, and ZIP Code) on a map.
Geocoding is based off the typical address scheme for the US, in which one
side of the street contains even house numbers while the other side of the
street contains odd house numbers.

The geocoding process uses an algorithm to find the geographic location
of addresses. First, a street segment is identified using the zip code and
street name. Next, the geographic location of the address is matched using
the building number to determine how far down the street and on which side
of the street the building is located.

Geocoding Accuracy
The locational accuracy of geocoded addresses may vary from urban to rural
areas due to the algorithm used to generate the geographic locations of
addresses. The algorithm assumes that the size of parcels are equivalent
along a road route. This assumption tends to be more consistent in urban
areas, where the size of parcels vary less than in rural areas.
Consequently, the results of geocoded addresses in urban areas are usually
more reliable than those in rural areas.

For example, the locational accuracy of rural addresses can be slightly
off because some parcels along a rural route may be 15 acres while others
may be 2.5 acres, but the geocoding algorithm assumes that the addresses
are distributed evenly along the route.

The data was created to serve as base information for use in GIS systems 
for a variety of planning and analytical purposes.

DATA LINEAGE SUMMARY:
The GeoPlan Center performed the following steps in order to create the 2008 
statewide fire station and rescue stations data layer.

46 Different Sources Comprise the Fire Stations Dataset.

The following Sources were either reprojected to the FGDL Albers NAD83 HPGN 
map projection or if no spatial data existed they were geocoded to a statewide 
2007 TelAtlas Streets dataset.

Once the point sources were created via geocoding or reprojected existing point 
data they were merged into one statewide layer.

Record (facility) duplications were removed by manually viewing and editing the 
statewide layer's attribute table for each of the 67 counties.  Where record 
duplication existed source information of previously corrected FDOT Districts and 
Regional Planning Council data took preference followed by, County data, and 
finally geocoded data.

*********************************************************** GeoPlan updated the gc_firestat_feb08.shp layer in 2013, the updates were completed on February 8th, 2013. During this process GeoPlan used imagery, parcels, and Google Street View in order to verify as many facility locations as possible. Once the facility location was verified the point was moved to the roof of the building and the FLAG field was marked with a "V", non-verified facilities have been marked with a "NV" in the FLAG field. During the update process several facilities were added while several facilities were moved or deleted. Next GeoPlan reviewed the table for attribute errors and updated the USNG_FL_1K field. Next GeoPlan added and populated the GCID field. Process Date: 20130208
GeoPlan updated the gc_firestat_feb13.shp layer in 2017-2018, the updates were completed on May 22nd, 2018. During this process GeoPlan used imagery, parcels, and Google Street View in order to verify as many facility locations as possible. Facilities that are proposed to be built but have not yet been built are marked with a "FNV" in the FLAG field. During the update process, several facilities were added while several facilities were moved or deleted. Shapefiles from Florida Department of Emergency Management (FDEM) and Homeland Security Infrastructure Program (HSIP) were used to add new facilities and verify existing facilities. FDEM fire stations was downloaded by Kate and is saved in her directory. HSIP emergency facility data was downloaded by Sam and is saved in his directory. The following changes were made to update the layer to 2018 standards: -Added PARCELID, OWNER, DATASOURCE, MGRS, and ACRES -Deleted OBJECTID STATUS, SCORE, SIDE, MATCH_ADDR, AUTOID and USNG_FL_1K -Renamed SOURCE as FSOURCE Before adding the FDEM facilities, GeoPlan made the following changes: -Reprojected from WGS84 to Albers -Deleted OBJECTID, HAZUSID, NOTES, EDITDATE, EDITORNAME, LONGLAT, SURGE_ZONE, FLOOD_ZONE, PARCELID, EFCLASS, USNG, OWNERSHIP and EVAC_ZONE fields -Renamed the ZIP field as ZIPCODE, X as LONG_DD, Y as LAT_DD, and FACILITY_T as TYPE Before adding the HSIP facilities, GeoPlan made the following changes: -Reprojected from FDEP_Albers_HARN to FGDL Albers -Deleted OBJECTID, EVAC_ZONE, SURGE_ZONE, FLOOD_ZONE, EDITDATE and USNG -Renamed the ZIP field as ZIPCODE, X as LONG_DD, Y as LAT_DD and FACILITY_T as TYPE Before adding the facilities from miscellaneous websites, GeoPlan did the following: -Converted CSV file to shapefile using x,y points -Defined the projection as Albers Merged the MISC, HSIP, FDEM, and GC facilities shapefiles. Recalculated LAT_DD, LONG_DD, GCID and MGRS Updated FGDLAQDATE and calculated UPDATE_DAY, FSOURCE, and DATASOURCE for newly added facilities Joined 2017 Parcels based on location and then populated PARCELID, OWNER and ACRES fields. Populated OP_CLASS and OPERATING fields based on information given in the NAME field. Upcased all fields. Populated DESCRIPT based on NAME. Saved as gc_firestat_may18. Process Date: 20180522
